Heavy rain inundated the region with flash flooding that stranded vehicles in roadways, closed subway lines and led to the declaration of states of emergency.

The M.T.A. is developing automatic closures for the subway system’s 39,000 air vents, according to a recent report by the authority. But those kinds of upgrades are expensive; the authority has requested an additional $6 billion for storm-water and coastal flood resilience improvements.

Flooding caused delays on multiple New York City subway lines Monday as torrential rain pummeled the Tri-State Area, where many were under flash flood warnings. MTA Chair and CEO Janno Lieber says riders can expect normal service for the morning commute Tuesday.

Footage shows wooden slats from the home on the ground with other debris. The blast took place around the same time heavy rainfall hit the northeast.

Transit agencies in the New York City area were promising a fairly smooth commute with some lingering delays on Tuesday, the morning after heavy rain pummeled the region, flooding parts of the subway system, inundating major roads and causing long flight delays.

Roads and streets, meanwhile, are likely to flood during the downpour, said the Office of Emergency Management’s advisory. Flooded roads could spell trouble for the city’s bus riders and drivers. The city warned motorists not to drive through flooded roads.
