California Democratic Gov. Gavin Newsom said the "Trump Slump" is partially to blame for him proposing a freeze on Medicaid enrollment for illegal immigrants in his state.

California’s Democratic governor is appealing to the political center and trying to shed his national reputation as a San Francisco liberal as he contemplates his next career move.

Newsom’s budget does not include additional money to fund the drug treatment, probation, social workers or administrative costs both proponents and opponents of the initiative say are needed.
